1. Nationals of Vanuatu, permanent residents and diplomats will be allowed to return but will be quarantined for 14 days upon arrival.
2. Consideration may be given for Foreign Diplomatic Missions and international organizations, and will be determined on a case by case basis.
3. Passengers with a permanent resident permit and passengers with a resident visa will be allowed as follows:
a) their entire family is living in Vanuatu;
b) the person has left Vanuatu for business and needs to return;
c) the person has a business investment and resides permanently in Vanuatu;
d) the person is a child of a resident but studies overseas;
e) a resident transiting for less than 8 hours in Australia or New Zealand and resides permanently in Vanuatu.
