Travel restrictions update for Singapore

  • Updated entry restrictions.
    Passengers are not allowed to enter.
    - This does not apply to passengers (except those with travel history to Bangladesh, India, Nepal, Pakistan or Sri Lanka within the past 21 days prior to departure for Singapore) with a Long-Term Visit Pass (LTVP) or a Long-Term Visit Pass In-Principle Approval (LTVP IPA). They must have an Approval Letter for Entry (ALE) issued by the Safe Travel Office (STO) or the Immigration & Checkpoints Authority (ICA).
    - This does not apply to passengers (except those with travel history to Bangladesh, India, Nepal, Pakistan or Sri Lanka within the past 21 days prior to departure for Singapore) with a Work Pass, Long-Term Visit Pass (LTVP), Dependant’s Pass, or the respective In-Principle Approval (IPA) issued by the Ministry of Manpower (MOM). They must have an approval letter from the Ministry of Manpower (MOM) or the Safe Travel Office (STO). The following applies to passengers with the above mentioned passes issued by the Ministry of Manpower (MOM), with an approval letter from the Ministry of Manpower (MOM) or the Safe Travel Office (STO) with travel history to higher risk countries/regions in the past 21 days prior to departure for Singapore (please refer to https://safetravel.ica.gov.sg/wphl/overview for the higher risk countries/regions): for approval letters dated before 25 May 2021, 0000hrs, airlines must check that they are valid, either by
    (a) using the passenger’s Foreign Identification Number (FIN), on the SafeTravel website’s “Check Application Status" page at https://eservices.ica.gov.sg/STO/safeTravel/enquiry, or
    (b) check that the passenger has an email from the Ministry of Manpower (MOM) with the reference “CMP Approved to Enter", indicating that they are allowed to enter Singapore with their existing approval letter. Airlines do not need to do so for passengers with an approval letter from the Ministry of Manpower (MOM) dated on or after 25 May 2021, 0000hrs.
    - This does not apply to passengers (except those with travel history to Bangladesh, India, Nepal, Pakistan or Sri Lanka within the past 21 days prior to departure for Singapore) with a Student's Pass (STP) or a Student's Pass In-Principle Approval (STP IPA). They must have an Approval Letter for Entry (ALE) issued by the Ministry of Education (MOE) or the Safe Travel Office (STO).
    - This does not apply to passengers (except those with travel history to Bangladesh, India, Nepal, Pakistan or Sri Lanka within the past 21 days prior to departure for Singapore) with an approval letter from the Safe Travel Office (STO), Ministry of Foreign Affairs (MFA), Ministry of Education (MOE), Ministry of Health (MOH), or Ministry of Trade and Industry (MTI).
    - This does not apply to passengers (except those with travel history to Bangladesh, India, Nepal, Pakistan or Sri Lanka within the past 21 days prior to departure for Singapore) with a Business Travel Pass (BTP) or a Pre-Approved Business Pass (PBP).
    - This does not apply to passengers with an Air Travel Pass approval letter issued by Singapore if they:
    -- have stayed in Australia (excluding Victoria State), Brunei Darussalam, China (People's Rep.) or New Zealand in the last 21 days before departure; and
    -- have a visa to enter Singapore (if they are a visa-required short-term visitor).
    - This does not apply to residents of China (People’s Rep.) if they:
    -- have a valid Safe Travel Pass approval letter issued by Singapore under the Singapore-China Reciprocal Green Lane; and
    -- have a visa to enter Singapore (if they are a visa-required short-term visitor); and
    -- have a medical certificate with a negative Coronavirus (COVID-19) PCR test result, taken within 72 hours before departure; and
    -- stayed in Chongqing, Guangdong, Jiangsu, Shanghai, Tianjin, or Zhejiang in the last 7 days before departure; and
    -- have a return ticket or proof of other transportation arrangements to depart from Singapore.
    - This does not apply to returning passengers with a Work Pass, Student's Pass, Dependant’s Pass, or Long-Term Visit Pass who have a Entry Travel Pass issued by the Brunei authorities under the Singapore-Brunei Reciprocal Green Lane, an invitation letter issued by the Chinese authorities under the Singapore-China Fast Lane, a Singapore-Germany-Singapore (SGS) Travel Pass issued by the Singaporean-German Chamber of Industry and Commerce under the Singapore-Germany Reciprocal Green Lane, an electronic visa issued by the Indonesian authorities, an approval letter issued by the Embassy of Japan under the Singapore-Japan Reciprocal Green Lane, an approval letter issued by the Korea (Rep.) Embassy in Singapore under the Singapore-ROK Fast Lane, or a MyTravelPass approval letter issued by the Malaysian authorities under the Singapore-Malaysia Reciprocal Green Lane. They do not require an approval letter from the Safe Travel Office (STO), Ministry of Manpower (MOM), or Ministry of Education (MOE).

    Passengers entering Singapore must have a negative COVID-19 PCR test result, taken at most 72 hours before departure from the first embarkation point. The test result must be in English and must include the date the test was taken, and a minimum of 2 personal identifiers as stated in the passport (i.e. name and either date of birth or passport number).
    - This does not apply to passengers who are 6 years or younger.
    - This does not apply to passengers who in the past 21 days have only been to or transited through Australia, Brunei Darussalam, China (People’s Rep.), Hong Kong SAR, China, Macao SAR, China or New Zealand.

    Passengers with an Air Travel Pass approval letter issued by Singapore, passengers with a valid SafeTravel Pass approval letter issued by Singapore under the Singapore-Brunei Reciprocal Green Lane and Singapore-China Fast Lane, and passengers with an approval letter from the Ministry of Trade and Industry (MTI) with the reference numbers C01 or C21 must:
    - have a mobile device with the TraceTogether app already downloaded, with the passenger’s profile registered on the app and the ‘Activate App’ holding screen shown on the app; or
    - if the passenger has a mobile device with the TraceTogether app downloaded but is unable to show the ‘Activate App’ holding screen, have an electronic or physical copy of his/her booking confirmation for a Singapore SIM card from Changi Recommends; or
    - if the passenger does not have a mobile device with the TraceTogether app downloaded, have an electronic or physical copy of his/her booking confirmation for a mobile device from Changi Recommends.
    -- This does not apply to passengers who are 12 years old or younger and travelling with a parent or guardian.
    -- This does not apply to passengers who are unable to use a mobile device due to a certified disability and/or special need.

    Passengers must comply with the prevailing Singapore government requirements upon entry into Singapore. Please refer to https://safetravel.ica.gov.sg .

    Passengers are subject to a COVID-19 PCR test upon arrival at their own expense. Passengers should register and pre-pay for their on-arrival COVID-19 PCR test prior to departing for Singapore at https://safetravel.changiairport.com .
    - This does not apply to passengers who are 6 years or younger.

    Passengers must submit a health declaration before arrival via the SG Arrival Card (SGAC) e-Service (https://eservices.ica.gov.sg/sgarrivalcard) or via the mobile application.
